I have seen simiar issues when the user did not have sufficient rights to the local PC, folder wheer the temp files are saved (Document and settings\loginname\Temp\notesxxxx folder ). Eg these user are unable to forward an email with attachments , but can reply with attachments with history) Fix was to increase their local rights (eg add to local admin group).
The other issue we had was with some users opening attachments via Preview pane & only Opening them with "open" button, then editing within the application, the "Edit" Button is not available via Preview pane but is if they fully open the email.
